Thunder Bay CEDC Reflects on Success of 2023–2025 Strategic Action Plan at 2025 AGM

The Thunder Bay Community Economic Development Commission (CEDC) marked an important milestone at its 2025 Annual General Meeting, celebrating the completion of its 2023–2025 Strategic Action Plan and highlighting three years of progress across key economic development priorities. The AGM, held annually each June, showcases the previous year’s accomplishments and performance metrics while providing an opportunity to reflect on long-term outcomes and future direction.

The 2023–2025 Strategic Action Plan, Shaping a Sustainable Future, was launched in early 2023 and built around five strategic pillars designed to support economic growth, workforce development, tourism, community prosperity, and entrepreneurship in Thunder Bay. The results of the plan were presented to Thunder Bay City Council on June 2, alongside a review of 2025 accomplishments

Over the three-year period, the CEDC attracted 13 new companies through its natural resources initiatives, supported 892 employers and facilitated 1,180 immigration recommendations, helped leverage more than $107 million through Tourism Development Fund investments, attracted 23 physicians to the community, and supported the creation of 106 new businesses and 119 jobs through entrepreneurship programming.

“The completion of our 2023–2025 Strategic Action Plan represents three years of focused collaboration, investment, and community-building,” said Jamie Taylor, CEO of the Thunder Bay CEDC. “The achievements highlighted in this review demonstrate the strength of our partnerships and the resilience of our community. From workforce attraction and business growth to tourism development and industry expansion, these outcomes have helped position Thunder Bay for long-term success as we move into the next phase of growth.”

Among the 2025 highlights were 13 cruise ship visits to Thunder Bay, $23 million in event-related economic impact, 392 employers supported through workforce initiatives, 16 commercial locations filled, 57 business starts, and 70 jobs created through small business development programs.
